HR defenders harassed and tortured by Police officers of Bangladesh

To day (March 16, 2006) we went to the Office of Superintendent of Police, Narayanganj, Bangladesh to lodge complains on two allegations against corrupt Police officers:

(a) Police Sub-Inspector – Md. Afzalur Rahaman of Fatullah P.S. wanted us to stop our investigation-offering bribe of Taka 5,000/- on 11th March 2006.

(b) Fatullah Police could not arrest the perpetrators of crime against humanity nor they recovered dollars other belongings robbed amount of Taka 11 million 7 thousands from the perpetrators in spite of mentioning the names of perpetrators in the F.I.R lodged by the minority victim – Gopal Chandra Mondal  in Fatullah P.S. Case No. 4 dated 03.03.06 under section 143/448/364/611/323/506 of Penal code and Fatullah P.S. case No. 1 dated 02.03.06 under section 143/341/323/324/307/385/427/379/380 of Penal code.

I, Adv. Rabindra Ghosh along with Kamal Dey and Mohammad Sohel of HRCBM and Gopal Chandra Mondal- complainant of Fatullah P.S. Case No. 1 dated 02.03.06 and Fatullah P.S. case No.4 dated 03.03.06 were detained illegally in a room for about 4 hours and police mentally and physically tortured our Human Rights activists with active instigation of Mohammad S.Khan- Superintendent of Police -Narayganj to-day (16th of March, 2006) at about 2 p.m. D.I. (1) Police officer of Narayanganj P.S. snatched away our video camera  from our activist- Kamal Dey and pushed him out from the first floor of the office and he sustained injuries on his leg because he was filming the proceeding of our meeting with S.P. Narayanganj. This happened during our lawful performance of duties towards minority victims of Fatuallah in the office of Superintendent of Police, Narayanganj. D.I. (1) Police officer continued to say – “ Why you are not going to protect the Muslims in Afganistan and Iraq? Why you are not protesting continuous violation of Human rights in India?  He was also intimidating us to arrest for our wrongful act of recording statements of S.P. and a secret process of wrongful arrest was going on. I hurriedly made a telephone call (0173041431) to British Embassy at Dhaka and requested them to save us from unnecessary harassment by police. I don’t know luckily after 4 hours continuous detention the Public Prosecutor of Narayanganj Court appeared in S.P’.Office and tried to have a amicable compromise between us and S.P. Narayanganj.

After sometime the situation has become congenial and the video camera has been returned to us at about 6 p.m. after erasing the portion we have taped. And the S.P. later on assured us to arrest the perpetrators of crime in connection with two criminal cases filed by the minority victim within 7 days in Fatullah P.S. 

Thereafter we went to Narayganj Press Club at about 7 p.m. expressed our illegal detention in the office of S.P. Naraynganj about 4 hours.

The incidents of torture and robbery upon this Minority family has been published in different newspapers of Bangladesh, which is as follows:

Bishnu Mondal (28) A Hindu Minority Boy returned from Cyprus at home Narayanganj-Bangladesh seriously attacked and dollars robbed off by BNP Activists on last Thursday on 3rd March, 2006 (Daily Bhorer Kagaj dated 4th of March,2006, Daily Janakantha dated 3rd March,2006 and Jugantor dated 3rd March,2006)

Bishnu Mondal son of Sarat Mondal of village Char Indrani did not pay tolls to the BNP activists. Recently he has come from Cyprus to visit his native home on 10th January, 06. Some BNP cadres namely Ripon, Ratan and Jashim approached him for Taka 50,000/- as tool. On Thursday at about 8-30 a.m. last Bishnu went to change one thousand dollars at Narayanganj town on the way the perpetrators near Boiragadi Bridge snatched away gold chain and one thousand dollars from him. Bishnu tried to resist but the perpetrators with deadly weapons tortured him mercilessly and the local people sent him to Narayanganj Hospital for treatment. On behalf of Bishnu wanted to lodge F.I.R. in Fatullah police station but they have been prevented from going to police station to submit complain. But the family members of the victim avoided and wanted to go the police station as a result the activists again attacked the house of Bishnu and damaged some portion of their houses and looted valuables and beaten the inmates of the house. Police and RAB went to visit the spot.

On getting information in the newspaper I talked with the O.C. Fatullah police station to day (6th of March, 06) and the O.C. reported that two cases have been registered in his police station, but no perpetrators could be arrested and no recovery of dollars and other belongings have been made.

The news has been published in national dailies including local papers of Narayanganj District.

Note:

We investigated this case on 11th and 13th of this month and we got ample evidences of torture upon this minority victim and almost all the neighboring Muslim community members gave testimony regarding the minority repression. All the statements of witnesses present during our investigation have been video taped. One Sub-Inspector of Police Md. Afzalur Rahaman of Fatullah P.s.who wanted us to stop our investigation-offering bribe of Taka 5,000/-, which we refused. The matter is still under investigation by us. We will be sending the investigative report on this incident.
